control panel banjaxed

hi,
i recently deleted some links on my computer and now
cant access control panel options like Display (i held
dowm the shift key while deleting them (d'oh)
so they're gone).
The error i'm getting is run32dll.exe "windows cannot
access the specified device path or file. You may not have
appropriate remissions to access the item." I presume i'm
getting this because i deleted the links. I have
sufficient privilages as i used the administor account,
also. Any suggestions gladly appreciated.

This is often caused by a third party "Desktop" program. One being Desktop
Architect.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
