Control panel and Right Click don't work

I have a problem with Windows XP Home edition.
For some reason when I right click on my desktop nothing (the context menu)
appears and when I go to the Control Panel I see all the icons but when I
double click on any option, nothing happens.
Can anyone help me with this problem?

Enable or Disable the Right Click Context Menu (Line 56)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

Note for your sig: Computer is spelled with a m not an n.
