I've tried spybot and adaware. Originally I thought it was the Shell
Icon Hidden Window, but after I got rid of that, it still doesn't work.
I was wondering if any other people had the same problem.

Click Start | Run. Type in msconfig, click ok. Does that run? Do the
same with Start | Run | regedit |Ok. Does that run?

If neither of these will run either then it's most likely a virus. Make
sure you have a current AV program with the most up to date definitions
and run it in safe mode.

says that is has been disabled by my system manager.

Then it's not the same kind of problem. Next time don't add on to
someone else's thread - called hijacking - post a new one.

In your case run the edit on Kelly's site:
http://www.kellys-korner-xp.com/xp_tweaks.htm
Line 51: Enable the Task Manager
