Contnet Advisor keeps popping up

A new problem has occurred recently, The content advisor
keeps popping up with the following: Sorry! Content
Advisor will not allow you to visit this site. I am not
purposely visiting these sites or going to the file.

Questions
1) what is going on here
2) how can I stop it
