continous restart loop - Help!

Compaq Presario 1200 notebook Win XP Home. Reboots right
after briefly displaying User Login. Safe mode command
prompt dosen't work either. Neither did loading Last Known
Good Configuration. Right after doing so, the user login
screen appears and disappears within 1 second and then an
error message displays briefly before the reboot cycle
begins again. Error msg: Stop 00000145 Application
Error...... Beginning Dump of physical memory....
This machine is probably infected with the Blaster or
similar virus. How can a Blaster repair utility be run
when the machine dosen't sit still long enough to use a
command line?

Perform a Repair Installation.
Repair Installation:

Windows Updates will need to be reinstalled.
Data should be safe, back-up important data just in case.
Install Service Pack first and by itself.
Then install ALL Critical Updates no more than 4 at a time,
Disconnect the network/modem cable before starting repair and do NOT
reconnect the cable until repair is completed and firewall is
installed/enabled.

Install ALL Critical Updates IMMEDIATELY.
Start/All Programs/Windows Update

Install an antivirus application
Update it weekly
Run it at least weekly

Thank you for your suggestion, but it is not possible yet
to do any of what you suggest as I cannot back up data,
start repair utilities or boot the computer, update
Windows etc. until the cyclic rebooting is somehow
intercepted to a command prompt.

You should still be able to run the Repair Installation.

You may need to enter BIOS to set CDROM as a boot device before hard
drive.
