I want to leave the panel displaying the table of contents of the slideshow
stationary. Each item in the table of contents is linked to a specific slide.

When a particular item in that table of contents menu is clicked, I want the
linked slide to appear in a window adjacent to the table of contents panel.

How do I make it so?

Include the TOC, with links, on your slide master so that it appears on every
slide.

In other words, build your "windows" into the design of the slide.
