content settings with XP

I am running Windows XP and am having problems with the Content Advisor
settings in IE. How do I control the settings for my three accounts? I
tried establishing the content settings (with a password) in my
Administrator account and then changing them (using the Administrator's
password) in the other accounts. However, this does not seem to work since
I logged on as one of the "other accounts" and noticed that the content
settings are the same as the Administrator. What gives? How do I set the
Content Advisor settings different for each user? Thanks in advance.

Content Acvisor settings are for the whole machine - all users share the
same settings.
