Everytime I try to go to Yahoo.com it looks as if it is loading
however it simply loads a blank page and is done. Then I hit refresh
and it loads up fine.
However when I have the Content advisor off Yahoo loads fine. This is
the only site that I have found that does this.

Probably means that Yahoo has some content (i.e., links, images) that is
being blocked by the categories you have enabled in Content Advisor.
Disable all the content categories and check again. If Yahoo works,
you'll have to reenable them one at a time for those categories you want
to exclude to find out which one is the disfavored category presented by
the Yahoo web page. Since Yahoo may change content when you do a
refresh, something bad before is gone and it is then all good.
I haven't used Content Advisor (extremely easy to bypass with a registry
edit, can be circumvented on the web sites, and relies on you thinking
scum will actually volunteer to categorize their web sites rather
letting anyone see it). When the symptom occurs, doesn't IE's status
bar show some icon that you can click on to see why the content got
blocked? I know an icon appears when the settings in IE have blocked
cookies or when an SSL connection is established.
Since Content Advisor depends on web sites voluntarily categorizing
themselves, maybe Yahoo isn't initially categorized. Could be they use
meta refresh to move you immediately to another page than the initial
page. Could be the open a full window frame to another page but the
parent page isn't categorized. So initially Yahoo isn't categorized and
you probably have Content Advisor configured to NOT allow navigation to
non-categorized sites.
What happens if you add Yahoo to the list of Approved Sites in Content
Advisor?
