Content Advisor changing raiting system with out closing/opening IE

is there a way to apply the changes to a raiting system file (.rat) with out
closing IE and then opening it again? or how about enabling or disabling
(from the regsitry) the content advisior with out closing and reopening IE
again. im trying to find a way to block all but a few sites from my
employees but let them have unlimited access during break times. i was going
to run a timer that either changed the .rat file or toggled the enabled
status but it seem they have to close IE and then open it again for these
changes to be affective. is there a way, programaticly even, to bounce IE
with out losing the current session?
