Contacts - can't add groups

I have four user profiles on my Vista account. On my wifes account when you
open the contacts folder the options below the tool bar do not include add
new group which is necessary to make a distribution list. That option is on
the list of options for my contacts. I have tried looking at all of the
different setting options but can not figure out how to fix this. Any ideas?
 
Right click in an open area of the Contacts window and select Properties. On
the Personalize tab, select Contacts from the template drop down list. Press
Apply and OK. The buttons should now appear.

Cal is playing the Air Force Academy in the Armed Forces Bowl this year (ironic
for me given the current state of the country and the atmosphere at Cal in the
60's when I was an active and committed anti-war protester).
