Constant 10 second pause when connected to ISP

I hope someone can help
My connection to the internet seems to be in a constant cycle of 30 seconds connection then 10 seconds of no connection it doesn't log me off but seems to pause

I'm running XP Pro, AVG anti virus and Zone alarm Free version

Any help appriciated as the ISP help desk has washed its hands of me.

What kind of connection - dial-up or broadband? Router, ethernet direct
to cable/dsl modem?

I'm still on dial-up as broadband isn't available in my area.
One computer straight connection to the phone line.

What other devices, telephone, fax, etc. are on the phone line? Have
you tried an alternate dial-up number?

I've only got the one computer connected to the line and a phone
I've downloaded another ISP and I get the same with them so my original ISP was correct
I've also reinstalled XP with no affect

From Help and Support in the start menu, do a search on "modem". Look
especially at the related topics. Work your way through these to
understand what needs to be done to get a high speed connection.
Several things come up first: make sure you have the correct modem
driver; set up compression in the modem properties; make sure that the
phone system is properly configured. One other question: when you ask
for a web page, what is happening with the flashing lights on the modem
icon in the task bar? Is there intermittent activity or nothing until
the page starts loading after the delay? If there is intermittent
activity, the problem might be as simple as a failing telephone cable.
Also, check the modem properties and disable anything about
disconnecting if there is no activity for a given period of time.
