Connectivity Problem in Outlook

When I log off 1 user and log on another or switch users without restarting
my computer I receive an Outlook error (0x80042108) : 'Outlook is unable to
connect to you incoming (POP3) e-mail server.' I have contacted my ISP and
they say it is a problem with my Outlook. I basically can only get one
account to work at a time and have to restart my computer any time I want to
switch to another account and check email. I have tried deleting and
recreating accounts to no avail. Any suggestions?
 
It sounds like an authentication issue with the server to me. Does each
account have its own password to the POP and SMTP servers?
 
Each has its own User Name and Password. One is mine, one is my wife's, and
one is for work.
 
Do you have anything going on that may hold Outlook open in the background
such as fax software, synch software (for a handheld), AV scanning your
incoming/outgoing email, Add Ins or COMs?
 
I have ActiveSync for my palm pilot. I think I have it disabled, but not
sure. It's been active the whole time, and this problem is recent. Should I
try disabling it?
 
So I disabled ActiveSync and also made sure that Outlook was not starting up
automatically and not staying open when logging off. Still same issue.
 
As Outlook is opened for each account, do you have it set to prompt for a
username and password?
 
No. Each Outlook account was set for each Windows account. When I log under
my name, I have my Outlook account and that is the only account that is shown
in Outlook.
