connection takes 10 mins to start up on reboot

everything has been fine with my system for over a year, and now
suddenly, when i reboot, i cant connect to the internet for about 8
minutes after startup. i've killed all processes and services down to
the bare minimum to no avail. anyone know why this would be happening?
any kind of last resort option i could use to clean up absolutely
everything network related as if i had just formatted?
 
forgot to add, i obtain an IP lease as soon as i boot up. ipconfig
shows no differences from when i can and cant connect. i can ping
myself, but not other computes on the LAN. something is blocking me
(probably for "my own safety," heh).

What changed between the time things worked and the time things didn't?
Are you using a third-party firewall? If so, which one and is it a
current version? Does your computer have Service Pack 2? Service Pack 2
automatically enables the Windows Firewall. If this applies to you, go
to the Windows Firewall applet in Control panel and:

1. If you are not using a third-party firewall, make sure that File &
Printer Sharing are enabled on the Windows Firewall Exceptions tab.

2. If you are using a third-party firewall, turn the Windows Firewall
off.

well it turns out it is in fact something with this new d-link
router... being able to test that today, my connection is fine with the
old linksys, and still no matter what i do takes 8 minutes to hit a
signal with the d-link. all the other computers work fine. changing
ports makes no difference. ive looked through the settings but nothing
sticks out at me. perhaps i should move this query to some d-link
support.

Try specifiying your ISP's DNS nameservers on the computer with the
problem.

i dont understand how that would help things. its not just resolving
IPs thats a problem, its *everything* internet related. can't even ping
another computer, nor can i connect to the router setup page. i tried a
complete winsocket reset tool and that didn't help. some residual
software is blocking something somewhere.
