Connection Problem thru Satellite Modem via NIC -- Some Programs Work; Most Don't

I'm running XP Pro, and access the internet via a Starband satellite
modem which is connected to my computer thru a NIC. This setup works
great with IE6, Netscape, Outlook 2000 (but not Outlook Express), and
Forte Agent. Nothing else works! Any program I have which has an
autoupdate feature can't "see" the network connection. Ditto for
other browsers such as Opera and Mozilla.

This is not a firewall issue, 'cause I don't have one (the Windows
firewall is disabled). I'm not going to install ZoneAlarm unless and
until I get this issue resolved.

I do have Norton Antivirus 2004 installed, but the problem pre-dates
that installation.

I have run the Windows Network Troubleshooter, and most of the "pings"
fail, but I have no idea what to do about that.

Anybody got any bright ideas as to what's going on?

What do you mean by the "Setup" works

Check each programs connection settings
Example for Outlook Express

Click on Tools\Accounts\Mail Tab\Select an emaill account and Properties\Connections tab.

Been there, done that. I have no problem connecting with Outlook
2000, and have done and redone the connection settings for the other
(non-connecting) programs, including Outlook Express. They don't see
the ethernet connection, apparently.
Any other thoughts?

In Control Panel, Networks, have you tried select your LAN High Speed
connections and tried Repair Connection?
