Connecting a USB 2.0 device to a USB 1.1 port

I have connected a USB 2.0 device (iomega CD-RW/DVD-ROM
external drive) to a USB 1.1 port on my Toshiba laptop.
Initially the device worked, then I received a message
saying that the device could not be recognized. Now I am
receiving the message that I must "add a HI-SPEED USB
host controller to this computer." I don't know what
this means, or how to do it. Thankyou to anyone who can
help!

What model of Toshiba and how old is it?
