This is the usual reason: You Cannot Create a Network Connection After You Restore Windows XP http://support.microsoft.com/default.aspx?scid=kb;en-us;329441 The usual fix is to re-apply your current service pack ( SP1 or 2 ) But also check this: Dial-up Modem or PPPoE Option in New Connection Wizard Is Unavailable http://support.microsoft.com/default.aspx?scid=KB;EN-US;320558
