I'm not sure that we have enough information to answer
your question, but I'll give it a go:

I'm assuming that:

1) The machine is connected to the internet,

2) you have Microsoft Internet Explorer open and can view
web sites, and

3) you are typing "ftp://999.999.999.999" in the address
bar (where the nines are replaced by the actual ip address
of the server you are trying to reach.

Try this first: Click the Tools menu, then Options, then
the Advanced tab of the dialog box that appears. Scroll
down a little until you see "Use Passive FTP (for firewall
and DSL modem compatibility)". If it's checked, uncheck
it. If it's not checked, put a checkmark in it. Then
give it a try again and report back here.

If this doesn't help, then we need to know more about your
network configuration, including how you are connecting,
TCP/IP configuration, everything.

Am I understanding this correctly ? You want to connect to an FTP site
that's located on your home PC, using ftp://x.x.x.x where x.x.x.x is the IP
address of your home PC when you connect to the ISP ? I thought IIS was not
included in XP home. Are you using a different web server on your home PC ?
Correct me if I'm wrong.

Okay. You said that you are typing "ftp://my ip" into the
address bar.

/Exactly/ what are you typing and where did you get the
address to type in? "ftp://my ip" is not a valid IP
address or domain name. A valid address would be
something in the nature of the numbers that I gave in my
previous message

ftp://999.999.999.999

or the name of an ftp server, such as

ftp://ftp.someserver.com
