Conditional Formatting

What is needed please for me to type in Cell value 5:25 as a time.

This has nothing to do with conditional formatting.

Does 5:25 represent 5 hours and 25 minutes, or is it 5 minutes and 25
seconds. If it represents hours, then just enter:

5:25:0

in the cell. If it is 5 minutes, then enter it as:

0:5:25

Then you can use Format | Cells | Number tab | Custom and enter
[hh]:mm or [mm]:ss as appropriate. The square brackets will stop the
numbers from wrapping at 24 hours or 60 minutes.
