If a specific condition is met for a cell in a column and I format that cell,
how can I make the entire row that has that condition met have the same
format.
For example: Column has name, other column has amount.

if the amount is negative, I know how to make it bold, red; but, how can I
also make the customer's name bold, red ?

Select the whole area you want to conditionally format.

In conditional formating change to "formula is" (insteald of cell value is)
and enter something like =$B$17<0 in the criteria, change the formating and
then whenever B17 is negative the whole area formatted will change to the
condition set.
