Computer Won't Shut Down

Hi, my mom's computer has WinXP Pro installed. When she
goes to shut down the computer (Start/Turn Off/Shutdown)
the computer goes through all the steps, then starts
again. Can anybody tell me where to look or what to do to
make it so it will shut down properly?
