Computer will not start up, keyboard lights flashing

My computer refuses to start up. When powered on, the
monitor light flashes (as though it is on but receiving
no signal) and the num lock, caps lock lights flash. The
cpu fan is working, and i have tried with a different
hard drive and it still does this. So its not the CPU or
the Hard drive. Ive tried unplugging the cd and fdd but
have the same problem. Im beyond lost.

Does anybody know how I can fix this?

Try getting into the BIOS (usually by pressing the Delete key
early in the boot phase).

If you can't, you may have a motherboard problem. Take the
machine back to your friendly dealer.

I just tried that but cant get into BIOS. I dont think
the keyboard is working as the lights on it are flashing
constantly.

It is a relatively new motherboard. It worked fine
before, but I took it out to try another system inside
the case and since I put it back in, nothing...
 
If you took out your motherboard and then put it back
in again then it is likely that this caused the problem.

Regardless of this, you would be better off posting
in a PC hardware group. This newsgroup deals with WinXP
and its relationship to hardware devices. Your PC does
not even get close to launching WinXP!
