I seem to be unable to solve this one on my own. This drive was working
properly for some time before it stopped working. I can access the drive and
have moved all of the contents to a working drive on networked pc. I also
have verified that the problem pc does work properly with the original drive.

I have tried the fixboot and the fixmbr commands in the windows recovery
console without success.

Can anyone suggest a way to recover use of this drive without re formatting
and starting over?

If your computer does not make it through the POST (IOW the operating
system isn't even being loaded which is what it sounds like from your
post), then you have hardware failure. Here are some general
troubleshooting steps:

Testing hardware failures often involves swapping out suspected parts
with known-good parts. If you can't do the testing yourself and/or are
uncomfortable opening your computer, take the machine to a professional
computer repair shop (not your local equivalent of BigStoreUSA).
