Computer stalled in setup cant get out

My computer crashed during driver intall.
6 yrs old and running windows XP & SP2.
would load normally to the desktop (no icons) and freeze.
I could operate, with difficulty, using task manger, CPU was at 100%.
As a last resort i ran my startup disk pack to reinstall XP but
when asked for the product key it would not accept it. this it the correct
key and
XP is cert. and current. problem: can't get out of "setup". Reboot, safe
mode ,
ctrl-alt del, command, still unusable. still in setup. need help.
 
If you can access task manager - check the processes tab and find out what
is "eating" up CPU time.

i can no longer access task manager or anything. all the computer will do now is boot to the set up screen midway through the setup at the point where the XL product key is to be inserted. there seems to be no way out . no exit key, cancel,
menus, et al. just the set up screen locked on.

P>S> It was the svchost.exe that was running 99% but i couldn't delete it or any files working within it.
