How do I set individual computers on a network where the user of that
computer can load programs so that the administrator does not have to sign
on to load them?

More information is needed. Is the network using Active Directory? Are they
logged in as a domain user? It is a point of some controversy but adding the
domain user to the local computer administrators group will allow them to
install programs on that particular computer. Some administrators do not
like giving users that much power.
