In computer management under Users & Groups I have made a new User, & when I go to Properties for the User & click the Member of Tab on my PC I get an error saying "The Server service is not started", how do I start this service or access the Member Of tab as I wish to set permissions on this test account. Thanks in adavance for any help

In start\run or in the command prompt type services.msc look for
server\start it
