Computer Management Console

After having used XP Home for approximately 10 months
allways logged on as the administrator, I decided to set
up another user on the computer to improve security. I was
able to add another user by going to control panel \ user
accounts, but when I go to the computer management console
by right clicking My Computer and choosing manage, users
and groups is not available (I am logged on as
administrator). Can anyone help me configure the
management console to show users and groups?
