Computer is Dead. New hard drive did not fix

I am so confused. I installed an under the counter tray for the keyboard and
mouse. I shut the computer down then unplugged the two. After I plugged the
keyboard and mouse back in I fired up the computer again it would not boot.
I got the message that started if you have not seen this message before
restart the computer. I did with no success. I booted off the windows 2000
pro disk and ran chkdsk. It said there were unrecoverable areas. I tried
writing a new boot sector. That did not work either. I tried to repair
windows it said it could not find a windows installation. I tried to
reinstall windows it said the hard drive was not formatted. I tried to
reformat the drive and it would not do that either.
So
I decided the hard drive must have been bad. I bought a new 80 gig hard
drive. I tried to install windows on it. During the coping of files when it
gets to drivers.cab It says the files were not copied and the installation
fails.
Also I have gotten a message that the bios is not fully compatible. I
downloaded (from another pc) a bios update and flashed the bios. Nothing has
helped.
In that the new hard drive had the same problems as the old I guess that
rules out the hard drive. The cd player has not given me any problems before
so I don't thing it is that.
I built this computer in 2000. The mother board is an abit be II I
think. I am a firefighter at the station right now. If you need more details
when I get home I will get the exact error messages and or the amt of ram
and the exact mother board name. I know enough about computers to know how
to fry one I guess. I know the pc has a bios but I don't think I would
recognize it if it came up and bit me. I wonder if it is a fried bios that
is causing the problem?
Should I post this on any other forums other than this one?
I am at a total loss to know what to do next to this pc other than take it
out and shoot it with a deer slug.
I sure would appreciate some insight from someone who is knowledgeable about
the guts of these computers.

To do a clean install, either boot the Windows 2000 install CD-Rom or setup
disks. The set of four install disks can be created from your Windows 2000
CD-Rom; change to the \bootdisk directory on the CD-Rom and execute
makeboot.exe (from dos) or makebt32.exe (from 32 bit) and follow the
prompts.

When you get to the point, delete the existing NTFS and or other partitions
found. After you delete the partition(s) abort the install, then again
restart the pc booting the CD-Rom or setup disks to avoid unexpected drive
letter assignments with your new install.

Be sure to apply these to your new install before connecting to any network.

You didn't mention the drive controller (possibly SCSI, or ultra DMA, or
ATA100, or raid, or serial ATA), but you may need to boot the Windows 2000
setup disks or CD-Rom and *F6* very early and very important (at setup is
inspecting your system) in the setup to prevent drive controller detection,
and select S to specify additional drivers. Then later you'll be prompted to
insert the manufacturer supplied Windows 2000 driver for your drive's
controller in drive "A"

If you wait and then S to specify additional drivers, then it may be too
late as Windows 2000 Setup at this point may have already assigned the
resources your drive's controller is wanting to use.
