Computer is always on and connected to internet

My computer is always on. Sometimes when I open Internet
Explorer, web pages don't load. I have to restart the
computer at least twice. This may be a problem with XP
pro. Any Ideas how to fix this problem. Please e-mail me.

I would check my Power Management. Looks like the computer
is not resume correctly from Standby, or when idle for a
long time.
