computer fan

My laptop fan comes
on after about 3 minutes and it is quite loud and getting
quite annoying. If anybody knows how to fix this problem
I would really appreciate it.

That fan is protecting your hard-drive, motherboard, CPU and other expensive components. Newer power supplies have much quieter fans than those made even in the last few years. My advice: Buy a new one and install it yourself (fairly simple task). And check Fry's Electronics for a good deal on the power supply.
 
You did notice that he is talking about a laptop, didn't you? Replacing a
laptop fan is not a simple task, and I don't think Fry's will have one.

Check to see that the intake and exhaust ports are free of dirt and debris.
You can get "canned air" from a computer and see if you can blow dirt from
the fan and heat sink. It would be best to open the case so you could do a
thorough cleaning, but laptops aren't easy to open, and can be easily
damaged.
 
In addition, ensure that there is free airspace under the laptop.
Sometimes laptops will rest on, well, "laptops" and since it's a nice
cushy surface air can't circulate under the laptop and it gets hotter
faster.

Also check with the manufacturer as they may have ideas about this
particular model if there is a fan issue, e.g. running when not really
needed. This a long shot, but can't hurt asking.
