Computer doesnt shutdown fully after upgrade to win XP

Cab anyone tell me what to do, when shutting down my computer from Windows ME it shutdown and powered off now i have upgraded to XP it closes down then the screen says i have to power off.
 
Go to Control panel,
double click power options,
Click the APM tab,
click Enable Power Management Support.
Click Apply and OK.

Thanks for the quick reply i have tried that, but there are four tabs 1 says advanced but only has 2 options which are:

always show icon
Prompt for password

any ideas or am i just thick?
 
If the APM tab is missing, you need to upgrade your BIOS chip by either
flashing, or install a new one.
Call your BIOS manufacturer, or do a search on the internet for BIOS
dealers.
A new chip runs about $20.00

It's also possible your machine cannot be upgraded if it is several years
old.

ME it shutdown and powered off now i have upgraded to XP it closes down then
the screen says i have to power off.
