computer doesn't shutdown all the way

i just installed windows xp 2 years ago. i totally reformated from windows
98 to xp. when i had 98, the computer would shutdown whenever i hit the
shutdown button under the start menu. but ever since i installed xp, it
doesnt want to do that any more. now i have to click the shutdown button,
wait till it says "it is now safe to turn off your computer" and then i have
to hit the power button on the computer case. Can anyone tell me what to do
to make it shut down all the way again?
 
It appears "soft shutoff" ATX feature is not reponding, could be registry
problem, run Norton or System Mechanic to clean up registry may fix the
problem, the shut off "safe to shut windows down now" thats an old AT
command, no soft shutoff
 
i ran nortons and all of that and i still cant get it to work and i don't
want to go into the registry because i don't know anything about it. is
there a way to setting up windows to do that again or maby a patch/download

I have had a similar problem with my XP-PRO system. My system always shuts
down when I am in "Safe Mode" and choose the "Turn Off" option, however when
I choose the "Turn Off" option from the regular XP OS side, my machine
always reboots? When I follow the link that Mr. Jones mentions below their
resolution presents the following steps:
1.. Click Start, and then click Control Panel.
2.. In Control Panel, click Performance and Maintenance, and then click
Power Options.
3.. Click the APM tab. <---*** My Power Options does not show this
tab??? ***
4.. Check to select the Enable Advanced Power Management Support check
box, and then click OK.
I have the following Tabs: POWER SCHEMES; ADVANCED; HIBERNATE; AND UPS? Is
it possible that a worm or virus might be hiding out somewhere that spybot
and other removers can't see??
