Computer doesn't make any sounds when starting up or at shut down

Not sure where this would go. But when I start up my computer or shut down I
do not hear the sounds. Also at some sites I can not stream the audio. If
they have streaming video the video works but the audio doesn't. I don't know
what the problem is. I've done a virus scan, spyware scan I didn't find
anything. Anyone know the problem and can help me fix it?
