Computer auto-starting

Every night my sis's computer running Windows XP starts up
automatically. It is physically turned off when she goes
to bed, and wakes up with it on again.

She checks the log (in the control panel) and sees the
activity start somewhere between 12:45 and 12:49 AM. It
is not exactly the same time; it varies a few minutes day
to day.

I changed the clock so it was 3 1/2 hours fast (to witness
the restart), and it did not restart in the 12:45-12:50
system time range. Instead, it restarted at 4:17 am
system time, or 12:47 am real time.

The system is running on a UPS.

Any clue as to how or why it starts itself up?

The machine may be set to check the time against a master server on the
Internet, which would explain why you changing the time didn't affect that
actual time of the wake-up.

I know I've seen a setting to have to computer "wake up" at a certain time,
but I can't remember where it was, sorry. Take a look in Control Panel.
