Computer administrator cannot access some directories

Somehow after a number of user name and permissions changes I can no longer
access some folders/directories even though I remain a member of the
administrators group--i receive an 'access denied 'message. I believe the
directories in question werer formerly owned by users with admin priviledges
though that is no longer the case.

What must I do to access these folders?

Could these folders have been encrypted by the previous owners/users?
 
You have not access as these are NTFS object on which
there is no permission grant to your account, or a group
your account is within. Being a member of Administrators
is not magic in this regard. Alter the NTFS permissions,
and if needed in order to do so, take ownership first.
