I'm trying to attach a saved word document in another program, but I get an
error message that say "Unable to open compressed file
(\\NTAPPB0200V02\SIEBFILE\S_CONTACT_ATT_NM-8OH0X5_NM-92U5.SAF)."
What does this mean?

Hi =?Utf-8?B?cml0YTMxNg==?=,

No idea, I've never heard of a .SAF file before. It's certainly not Word. My
best guess would be either the Word file was saved to a special kind of drive,
or with a special kind of program OR the program in which you're trying to
attach it is doing something.
