It is an NTFS volume, none of the items there are factors.

tweak out there that disables that feature to get Disk Cleanup working
again. But I believe it removes the option completely, not just Grey it

DL is actually referring to the "Compress drive to save disk space" option
present in the drive's Property sheet.
