Completely deleting files from computer

How do I completely delete a file from my computer??? I first manually did it
then tried to do it with add/remove program. I removed it from the directory
as well, but it it still appears under add/remove programs. It won't go
away!!! Help!!!

Reinstall the application and then uninstall it in the proper manner using it's own
uninstaller or via Control Panel > Add/Remove Programs. By "manually" removing an
application that used an installer will leave many registry entries which can in turn
become dll hell.

What is the name of the file you can't delete? Do you perhaps mean
"program"?
