Compatibility tab and exe files

I'm trying to run an old exe file, and all it does is... nothing.. no error,
no nothing.. I copied that file over to a win2000 machine, and it does work,
so I know the file is ok.

I know there should be a compatibility tab on exe files as far as I can
see.. but for some reason since I reinstalled windows from the last virus, I
dont have that tab anymore. When I go into the help and support files as
well, and go to the section with the compatibility wizard, the buttons on the
bottom of the page dont show any text, and I cant run the wizard. I'm
thinking that these two problems are related.

Is there any way I can enable this compatibility tab, and how can I repair
my help and support section?

Thankyou for your reply.. just as I received it, I found this when I tried to
run the wizard again...
hcp://system/compatctr/compatmode.htm cannot be found..

Could I rather do something as simple as re-extract my help files or
something of the like, or do you recommend to still do the repair.
