Compacting db not deleting temp file

I have a database that is set up to compact on close. Occasionally when the
database is closed the temp file is created (db1) and not deleted. If the
temp file is not deleted does that indicate the compact was not successful?
Any ideas on what is causing this and what can be done to prevent this from
happening?
