My computer has been starting in what seems to be safe
mode every time I turn it on. Display properties gives me
no other option but lowest resolution and lowest color
quality. In msconfig Safemode in the Boot.ini is
unchecked. I have a Nvidia GeForce2 MX video card. This
has just started happening a few days ago and I can't
remember installing anything that would affect the
display in any way.

This is very annoying

Try reinstalling the video drivers.

If you were actually in safe mode you would get a message
everytime you startup saying yoru are in safe mode.
Go to: www.nvidia.com, click the Download Drivers button
and download and reinstall your Video Card drivers.
"Safemode" is not something that can be "checked" in the
BOOT.INI file (this is a text file).
The only way to make Windows start in Safe Mode from the
BOOT.INI file is to add "/sos" to the end of the line
specifying the argument for that installation's ARC
path.for which instance of Windows you wish to boot.
Please DO NOT MODIFY YOUR BOOT.INI file! Incorrect
changes may prevent you from starting your computer.
