Common Adm Tools registry missing in User Shell Folder

I can't seem to load any new software because it gives me Error 1606 "Could Not Access Network Location Common Administraive Tools>All Users. When I follow the solution given on Microsoft Knowledge Base Article 315352. I get all the way to the registry where I can choose Explorer in their instructions but then there is no "Common Administrative Tools in my User Shell Folder to choose. Others are there but not that one. There is a Common Administrative Tools in the Shell Folder but not the User Shell Folder. I'm not knowledgeable enough to know how to add a Common Administrative Tools in the User Shell Folder. Could someone tell me how to do that or should I just modify the one that is in the Shell Folder as the instructions say. I'm scared I will mess up my computer if I do the wrong thing. Please help!!

Was this an upgrade from Win98/WinME? That is the only time that value would
exist (and it is in the right hand pane after you click on the "user shell
folders" key). Otherwise, you might have better luck with this article:

If it is an upgrade and you want to create the value, click on the "user
shell folders" key, then click edit/new/string value. Call it "common
administrative tools" (without the quotes). Then double-click it and paste
in this line (from the article):

%ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools

Click ok and close the registry editor. That's all there is to it.
