Is commdlg.dll a Windows file? If it is, how do I find it on the cd
and how do I extract it? I am trying to install a Hansol monitor and I
keep getting the message that my computer can't find this file.

I have found on my XP-HOME installation
C:\WINDOWS\system\COMMDLG.DLL
C:\WINDOWS\system32\commdlg.dll
These appear to be identical, though the 'case' is as shown

I have found on my XPhome CD;
E:\I386\COMMDLG.DL_
This is a compressed file (the '_' indicates so).
I presume it can be extracted with the 'extract' command.
Type extract /? at a command prompt to show you it's use/parameters.

PS All above mentioned files appear to be from 'Microsoft'

PPS By the way, I have a 'Hansol 720E (E17DL)'
I bought it new, I didn't get any software with it, though I got a driver
file from maker (didn't seem to do much).

Try reregistering the file. Go>start\run and type in
regsvr32 commdlg.dll and hit ok. Be sure to put the space
after the 32. Any time you have a corrupt or missing OS
file like this you can always let your system do a scan
and allow it to be replaced off your disk. Put the disk in
the drive and close any autoplay window that opens then
go>start\run and type in sfc /scannow and be sure to put
the space in after sfc. This will do a complete System
File Check and replace any missing or corrupt XP OS files
to their original state. Good luck.
