i need to become proficient with the command window.

where can i find competent, comprehensive tutelage?
 
Vista now supports PowerShell which is more difficult to learn, but is far
more useful in the longterm

PowerShell also allows all the CMD commands such as Ping and Ipconfig. If
you want PowerShell, then you have to download it from Microsoft. However,
if you want to learn how to get started check out this page.
