Is there any way to set up a group that emails 14 people and faxes 1 person
in one step?

Assuming you have a fax-modem set up I think you'd just need to create a
group that includes 14 e-mail addresses and one fax number then mail to
it. I've never tried it but it should work I think.

P.S. in the future it would be helpful if you'd post what version of
Outlook you're using.

I am running Outlook 2003, and have XP fax. When adding a member to a group,
there is only an option for an email address. I do not have internet fax
capabilities.

Any Contact that has a valid phone number in one of the fax fields will
appear in the Outlook Address Book and can be selected as a member in a
distribution list.
List the steps you are using.
Verify that you have a valid phone number in a fax field.
Verify your Outlook Address Book is configured correctly.
 
OK, I put a fax number in the proper field, and I get this error:
"Your message did not reach some or all of the intended recipients.

Subject: Test

Sent: 7/8/2005 1:24 PM"

The following recipient(s) could not be reached:

So now we're changing to a new issue completely, right?
What fax software are you using?
Have you added the Fax Mail Transport to your Outlook profile?

OK added fax transport, and sent a fax for the first time through Outlook.
Will there be an issue when I send to the group, seeing as how the "from" is
my email address, or does the transport just automatically send if there's a
fax number. For reference the group has 14 members, 13 emails and 1 fax. I
am running Outlook 2003 and Windows XP fax.

In my experience, as long as the Fax Mail Transport is successfully
integrated in the profile, Outlook recognizes each address type and invokes
the correct transport. The only problems I've run into is if your mail
server is Exchange rather than an Internet Mail service.
Outlook sends the email first, then dials the fax recipients in succession.
