I have a personal finance sheet that calculates a simple balance (in
Cell F1).

Next to the balance (in Cell G1) I have an IF function that inputs text
depending on the current balance. It is as follows:

=IF(F1>0,N9,N10)

(where N9 = BALANCE OK and N10 = WARNING OVERDRAFT ENTERED)

Is It possible to force excel to colour the cell depending upon the
message that is displayed.

i.e. if the balance is -100, then the message is WARNING OVERDRAFT
ENTERED - I would like this to be displayed in red or have the coloured
in red.

If it displays BALANCE OK, I would like the text to be Blue (or the
cell clour to be Blue).

Can this be done?

go to Format, Conditional Formatting, and define your criteria much the
same as your if statement.

something like, Cell value, is equal to, ="WARNING OVERDRAFT" and then
apply red colouring, and add another conditional for the balance ok
with a blue fill

You can just use conditional formatting. Format -> Conditional Formating ->
Formula Is =$N$9 ... then set your formating
