Not usually. It's more often a problem with the video cable or the
monitor itself, particularly if it's a CRT monitor.

detach and re-attach the monitor if possible (i.e., unless it's a laptop).
Often it's just that the video cable is loose.
Connect a different monitor (and do this if it's a laptop with an external
display connector). If the problem goes away, it is definitely not the
card. Swap in another cable, too.
If the cable is solid and the color works properly on another monitor, you
may need to replace the monitor - servicing can be simply too expensive.
LCD monitors are inexpensive, and use far less power and desk space, and are
very much worth considering.
