I haven't seen this option anywhere in Front Page 2000 or XP; is it
available in FP2003? Is there some aftermarket program that will do this for
me?

FP 2K-2K3 have all had IE only supported collapsible lists
- create a list and right click it to select List Properties

I'm not sure if this is what you need but here is a great program for
creating drop down menus for website navigation.
