As Carim said, it defeats the purpose of security if we can reset the
security level.
But if you insist doing it, a possible workaround is to reset the "Level"
value in HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\E xcel\Security
to "1" before Excel is started. (PLEASE NOTE that the approach is not
recommended)
