Closing Open Windows

I had to reload XP on a new HD. Now whenever I go to open a new window It
will open over the one already open and close it. Same thing next time.
Where's my problem?

Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced.
Click on Advanced Tab and scroll down under Browsing and make sure these
check boxes not selected/unchecked:
[ ] Enable third-party browser extensions ( require restart)
[ ] Reuse windows for launching shortcuts

Click [OK] and Reboot your machine.

If it's a problem with the Folders go Control Panel > Folder Options >
Browse Folders and click on the radio button to "Open each folder in its own
