cleanmgr.exe problem

Disk cleanup utility does not work. The task bar will come on, however it will stay on for hours if I allow it
to.CPU usage will be at 99% or there about until I terminate cleanmgr.exe thruogh the Win. Task Manager.

I've tried most of the fixes mentioned - one I went to said to delete the compress old files from the registry keys and I went there and it was missing - is that my problem? If so, how do I add a compress old files registry key
